User Complaining about IT Department

This week I'm in our lunchroom and a guy from our user community calls me over, yea I need you to get the data from somewhere to something or someplace. I was like okay what are you talking about, you lost me. Well I'm not sure but I've gotta get some data somewhere for something. I was like oh you mean you're starting to user test the software your Group requested. I spent about 6 weeks coding and other guys on our programming team did the same. Well the P. M. and my boss said they are testing and they have a test plan. So I ask him email the test plan, I'll take a look at it and see what sense I can make of it. Then, I can help you. I need specifics because I'm an IT guy I work with the precise. Anyhow he starts showing off in from of everyone in the lunchroom, I'm not doing a test plan, You guys are all the same all you do is stall I can't get anything done. So I was like well there's nothing I can do about the procedures our team has I place, you need to talk to my boss. He can help you. He's going to tell you the auditors came in and because we are publically traded company we have to follow SOX compliance, he'll talk to you about it. Ah you guys always hide behind Sarbanes Oxley. He went on for about 10 minutes about everything he hates in IT.
There is no point to this post it just a glimps into the world of writing software. I saw a dibert where dilbert was asked to do some programming and he was like no problem, just send me your data model and I'll get right on it. Of course the person requesting the programming just walked away and Dilbert never was going to see the data model.
I believe the same type of thing was going on in the lunch room, people just want to dump stuff on IT and have us figure out the business rules, user test and say here you go, it works and we take full responsiblility for it. And if it doesn't work you can complain about us.
